Writing to the Harris County Animal Shelter Director

Please consider writing to the director of Harris County Animal Shelter (Corey.Steele@phs.hctx.net). The situation is grave for our precious companion animals in Houston. An example letter is copied below:

I am writing to express my deep concern regarding the current euthanasia practices at the Harris County Animal Shelter. As a community member who cares deeply about animal welfare, I have become increasingly troubled by what appears to be an excessive rate of euthanasia, particularly for adoptable dogs at your facility.

It has come to my attention that many dogs are being euthanized before rescue groups have adequate time to assess, coordinate, and arrange for their transfer to foster homes or adoptive families. This rushed timeline is preventing many healthy, behaviorally sound animals from finding homes through the dedicated network of rescue organizations working in our community.

Specifically, I am concerned about:

1. The short hold periods before euthanasia decisions are made
2. Insufficient communication with rescue partners about animals at risk
3. Limited accessibility for rescue organizations to evaluate animals
4. Inadequate time frames for rescue groups to coordinate foster placements

I understand the immense challenges facing public shelters, including space limitations, staffing constraints, and the continuous influx of animals. However, I believe that by extending the evaluation period and improving coordination with rescue groups, we can save more lives while still addressing the shelter’s operational needs.

I respectfully request that the shelter consider implementing the following changes:

* Extend the minimum hold time for adoptable animals, particularly those without significant health or behavioral issues
* Create a more robust notification system to alert rescue groups about animals at risk of euthanasia
* Establish a more accessible scheduling system for rescue evaluations
* Develop a formal protocol for rescue groups to request reasonable extensions when foster arrangements are pending

I would welcome the opportunity to discuss these concerns further and to learn more about the shelter’s current policies and constraints. I believe that by working together, we can find solutions that benefit the animals, the shelter staff, and our community as a whole.
